None of the DLC is free. DLC can be free too, you know. The free updates with new heists, characters, etc are also DLC. There are a very select few which are free, they are automatically playable.

Almost all of that content will be collected in Payday 2: Ultimate Edition, a package that will be released June 8 on Steam for $44.99 (along with a 10 percent discount at launch). Overkill noted that it would cost more than $200 to buy the game and all its add-ons at their regular prices.

Although this information isn't much to go on, it's confirmation that the game has not been canceled, and is actively being worked on. Hopefully there will be more news about Payday 3 in 2021, even if the game is unlikely to release next year.
What is the max level in Payday 2?
According to the achievements board, the current level cap is 100 (cf. Most Wanted achievement). You earn one skill point per level and two additionnal skill points every 10 levels for a total of 120 skill poins.
In total, a little over 23 million XP is required to reach level 100, at which point the player can become Infamous.
Even today, Payday 2 sits within the top 50 most played games on Steam. Payday 2 was joined by Payday 2: Ultimate Edition in 2017. That new version made the game more approachable to new players, and it also included all that previous DLC.

The explosive bow has high-concealment, rapid reload speed, high ammo count, and low self-damage, which are things you can't say about most of the other area-of-effect weapons. This makes the bow probably the most forgiving explosive weapon you can use once you've mastered its arc.
The AK17 is reliable and accurate and comes with several mods so that you can adjust it to your liking. Fits both mid to close-distance combat. The AK17 is an assault rifle in PAYDAY 2, added with the release of the Gage Russian Weapon Pack.

The last DLC of the Midland Bundle will be released June 15th. The Midland Bundle and the Southbound Tailor Pack were released on Steam April 20th, followed by the McShay Weapon Pack today, May 11th. The final part of the Midland Bundle, the Midland Ranch Heist, will be released on June 15th.
